National Leaders of Governance

National Leaders of Governance

Steve Baber, Chair of the Board of Directors of Chulmleigh Academy Trust, is a National Leader of Governance.

What is a National Leader of Governance?

National Leaders of Governance (NLGs) are existing effective Chairs of Governing Bodies, who have been designated by the National College of Teaching and Learning (NCTL) to contribute to school improvement through improving the quality of governance, primarily through supporting existing chairs of governors.

NLGs were first introduced in 2012 as part of the government’s drive to support the development of school system leadership.  Currently there are approximately 500 NLGs nationally.

Nationally the programme is organised in regions, Steve being in the South West Region. As a large region it is split into sub-regions and Steve is within the sub-region including Cornwall, Isles of Scilly, Plymouth, Devon and Torbay. Jackie Eason is the NLG Advocate for the sub-region and she has a vital role in co-ordination, support and deployment.

What do National Leaders of Governance do?

NLGs are deployed to contribute to:

  • improve the quality of governance within a school or specific group of schools, leading to school improvement
  • build sustained capacity for high quality governance within a school or multi-academy trust (MAT), so that quality of governance is sustained into the future.

Examples of deployments:

This list is not intended to be exhaustive but gives an indication of likely deployments.

  • mentoring of chair and/or members of the governing body of schools
  • external reviews of governance
  • chair or member of an Interim Executive Board
  • chair or leadership role of governing body of school/MAT which is defined as coasting, has an Ofsted judgement of RI or Inadequate, or is identified as at risk of falling into these definitions
  • leading governance networks/system leadership across local authority, MAT, teaching school alliance (TSA) or diocese with a clear focus on improving quality and leadership of governance.
